Responsibilities:
Provide planning, forecasting, reporting and data analyzing support to Low Cost Countries Sourcing, be able to actively engage with stakeholders in the globe to ensure accurate and robust reporting materials provided.
Develop and maintain Low Cost Countries Sourcing vendor database. Ensure data are accurately and timely updated, and the database is easily accessed by internal staff and stakeholders.
Manage various departmental information systems and departmental homepage. Responsible for quarterly Sourcing Offices Newsletter edition and distribution.
Develop standardized vendor qualification questionnaire and check list against category needs. Optimize China Sourcing work process against Corporate Management Contracting and Procurement (CMCP )/ Contracting Policies and Procedures Manual(CPPM) tools and templates.
Support China Sourcing projects and initiatives, including projects liaison and coordination, screening suppliers, market intelligence analysis, supplier qualification and development, and supplier relationship management.
Ensure and monitor financial health of China Sourcing suppliers, by using Financial Assessment where necessary. Be able to interpret result of financial report and identify risky areas to Shell.
Logistic support to Operational Units (OUs) /Projects upon request, including contract/PO expediting, production scheduling, inspection and delivery monitoring.
Support technical manager for Third Party Inspection (TPI) service coordination and contract management.
Ensure Customer Service Operating (CSO) vendors understand and comply with Shell Global Business Plan (SGBP), Health, Safety, Security and Environment, such as Life Saving Rules, facilitate annual supplier training program with China Contracting and Procurement community.
Requirements:
Minimum a degree in Business or Engineering.
At least 3 years’ of working experience in sourcing or procurement functions.
Good at data analyzing and management information reports; Skillful with MS Excel is preferred.
Strong communication and coordination skill with internal and external stakeholders.
Good command of English as working language in both oral and written.
Good team player willing to support others.

Ensure that Shell's Category Management process is followed for both pre-award and post-award activities.
Identify and communicate new opportunities to leverage agreements and extract value from existing contracts.
Participate as required in initiatives to drive improvement in the organization.
Onboard and rationalize existing legacy contracts from the various Businesses and Functions within Shell.
Requirements:
Professional procurement background with minimum 5 years commercial experience. Prior Contract/Tender Board experience, and a degree or professional certification is preferred.
Ability to demonstrate a sound understanding of the Contracting and Procurement process and commercial contract management techniques.
Demonstrate a strong track record of delivery in a commercial environment.
Communication verbally and written in a highly effective manner.
Demonstrate basic commercial project management skills.
